I believe Rock Lee is a hero because, even though he may be "weak" in a certain category of something basic to most other people, he worked hard on what he was passionate about. Rock Lee also was a key hero in the 4th great ninja war. Even during mourning his teacher's critical condition after opening the 8th gate of death, he still protects his allies. Later on, Lee and his master/teacher fight together to save the world by opening the 5th gate: the gate of wonder, to fight the main causes of the war, Obito and Madara Uchiha.
